Based on a study, the annual waste generation in the country was estimated at 10.6 million tons in 2012 and this is expected to double in 2025, this is the reason why Municipal Solid Waste Management is considered to be one of the most serious environmental issues in the Philippines.


In a two-day learning event on ecological solid waste management conducted by the Environment and Management Bureau (EMB-12) which was also participated by EMB-ARMM in Cotabato City, the National Solid Waste Management Council (NSWC) re-ordered all LGUs to submit their 10-year SWMP not later than November 30, 2016.


As the policing agency in the region, DENR-ARMM headed by Regional Secretary Kahal Kedtag made a pronouncement to sue LGUs in the region who remiss the mandates of R.A 9003.


“We appeal to the LGUs to comply and not to neglect this, we need to impose the law”. Secretary Kedtag said.


According to the Section 50 of R.A 9003, Local government officials and officials of government agencies concerned who fail to comply with and enforce rules and regulations promulgated relative to this Act shall be charged administratively in accordance with R.A. 7160 and other existing laws, rules and regulations.


Kedtag said the department will have to coordinate with the Department of Interior and Local Government (DILG-ARMM) to compel LGUs with their compliance to the mandates of the said law.


“Waste mismanagement has serious environmental effects making the passage of the RA 9003, we need to implement it the soonest possible”. Kedtag said.


Secretry Kedtag said the department can provide technical assistance to the LGUs in the formulation and implementation of their SWMPs.
